I want to lay laminate flooring over floorboards which are level and sound but there is a wire running through
Its like a normal size plug wire and runs the length of the room. Could I just put underlay on top of this wire and then laminate the floor or would it be visible? If it would be visible, how can I get rid of the wire but need to keep the electricity source to the socket. Hope all that makes sense...

Right now you are breaking the safety rules. You MUST have the offending wire removed. I would suggest that an electrician be brought in to re-route the cable. I am a little surprised that you wish to lay laminate on top of perfectly good floorboards. Professional sanding and varnishing is a far more satisfying job, probably cheaper, and will add value to your house. Frofessional sanders use special varnish which hardens in 2 hours, and can be walked upon with stocking feet .

Is it possible to re-route the wire so that it is hidden by the skirting board?
No never lay anything over cables, move to the side and clip to the skirting, or get an Electrician
Would it be possible to get the wire under the floorboards? You may need to get an electrician to do something with it. Then you can have something better than laminate flooring - you can sand and varnish your floorboards! That would look way better. Trust me, I'm gay!

get extended wires and run them through the corners of the room rather than through the middle.
You will need to remove the cable otherwise the laminate will not lay properly.
If there are gaps in the floorboards you might be able to push it down into the gaps.
Your better bet is to run the cable around the room or have an electrician move the cable.
first i would get an electrician and reroute the wires, then i would get someone to sand and refinish the floors. I put down laminate floors in my old house and I absolutely hated them. If you would like to try to DIY you can rent sanders at your local home center. I think you should get a professional.
