Answers: Well you hold given some details left out contained by your first attempt. Obviously as many locks as students near bikes, and perhaps that tons keys for loks on any doorways, BUT...
Someone of authority should be monitoring the coming and going of any student next to access. To allow everyone free access to the structure itself; might suggest that every bike in the shed is subject to scavanging; by anyone. IE: I hold two keys. One to receive into the shed; and another to unlock my own bike. "Ah Gads My bike has a flat tire...GRRR. Ah that one subsequent to mine has equal hardware and configuration as mine. I bet they won't mind if I BORROW their wheel."
That's not a judgement of anyone; only just a possibility to consider.
BTW: I'd suggest never using combination locks. They are easy to remember...and forget. Obviously a Key lock can own issues as well next to losing a key; but the lock would be easier to access; and again; I suggest some stratum of monitoring access. Example: A manufacturing plant will normally have a steward; responsible for TOOLS. One must sign a tool out, and sign it hindmost in. The personality who signs it out is most responsible for the care of the tool, and returning it; but the steward is responsible for the eventual guarantee of that tool.
Certainly all the peripherals that usher a system like that; might be beyond your expertise or desire; but this isn't a bunch of family member you give safe haven too. It is likely ancestors you may never see again?
In years of traveling; I have one final example...abstract or not. Consider a DORM type situation. My bed pillow is not easy; it smells; and I can't sleep. One of my Dorm mates have a better pillow. They happen to be asleep impressively soundly. I'll just switch my pillow beside theirs (GENTLY); never waking them.
