im trying to take stale some fabric paint stale of laminated paper and i be wondering if theres an easier way except scraping it past its sell-by date, or takes not like mad of scraping

You might try freezing it for a while and afterwards use a new single boundary razor blade to outer layer it off. Heat from a tresses dryer might soften the paint to cause scraping easier. Solvents similar to Goo-Gone and such may damage the laminate fabric so try it on a scrap piece of laminate until that time you use it on something good.
