Wooden decking cracking & splitting?
Answers:
Assuming the splitting, cracking damage we're talking about is still in it's infancy stages it shouldn't be much of a problem.Your not experiencing anything unusual. Pressure treated lumber dries out and cracks, what it doesn't do is rot. Not for quite a while anyway.
The up side is, dry lumber absorbs preservatives the best.
The down side is having to do it at all.
Solution- Go the your local paint store, buy a good quality, oil base stain/preservative and clean-up solvent, follow directions carefully. Be sure to buy inexpensive gloves, your choice of applicator. Usually the big insect sprayers work the best. If you do it every year your deck, bannister's and rails will give good service
Other answers:

Sounds as if you have got yourself a load o' duff decking!
You need to treat it before the bad weather comes round again.
and probalby write a letter to the company you brought it from!
Check the guarantee, see if you have the 'high pressure' bit anywhere in writing, and contact Trading Standards.
If they won't replace the damaged parts you could try filling with wood filler and staining the whole lot.
If it's just the banisters, replace the bannisters and make sure you know you've treated it yourself.
Otherwise get on to the company or person that assured you it was treated.
