You can't do it yourself. Talk to your local glazer (glass company) they should be able to refer you.

you could try a glass shop or a place that services neon signs, why argon, what kind of a voltage supply and starter do you intend to use. most lights need the neon to start the lighting process and the other gasses are added for colours, they are seldom used pure because they are too hard to start on their own. If you are not going to use them as part of a light show you would be better and cheaper to use nitrogen.
Contact your local double glazing company for a quote for the new sealed units, they will most likely have to be custom made by hand and I doubt they will be able to fill the void with Argon.
Dont let the salesman push you into buying new windows or signing something until you have recieved multiple quotes, believe me when i say that double glazing salesmen are the worst vultures of all.
I think the only way to get a permenant fix is to take it to a glazer.They have to proper way to flush the argon through and proper sealants.
The only way is with new windows. Sorry but that's it. There is no such thing as a glazer that can reseal a thermopane window. If you don't beleive me call any glass shop.
