Sure...prime with a primer paint, allow to dry, paint with an oil based exterior paint...but clean it first!!
There are metal paints appropriate for outdoor use. So yes you can paint your metal garage door but be prepared that if you live in a place that has sleet and snow you might have to re-do it ever other year or so.

If the door is old then you need to sand it down some. get all the rust off.

They have special spray paint out now that doesn't require priming or sanding for the paint to adhere. Go to Home Dept and ask for it. I don't have a brand name for you though? Krylon makes spray paints for metals.

Use a high quality paint intended for metal surfaces like Iron Clad. Any paint store can help you pick a suitable paint. Benjamin Moore, Sherwin Williams, ICI, ZInnser- they all have paints specifically for metal.
Back to prep work though. If the paint is peeling on the door, you will need to sand or scrape it off until you get to a surface that is free of peeling paint.

Sure you can but make sure that you scape really good and prime with 100% latex acrylic primer. The use an outdoor latex paint or more specifically for metal if it has not been painted before. I am quite sure that latex is better than oil though. I'd check on a Bengemin Moore site though. They has the best primer by the way. FRESH START expensive but excellent!
it seems that you have some pretty good answers.how ever the guy that told you to use benjamen moore must be living in the 60's because that is the last time they had a paint that didnt suck
