if your looking for the puppy not to chew there is a spray at petsmart that will keep it from chewing if you want to keep him/her from falling off or somthing you should indded get a dog gate of even make a dog gate just make sure its strong and can not be pushed over i could give you a better answer if you tell me what you want to prevent
When my sister was a baby, our dad installed a sheet of plexiglass on one side of the balcony to keep her from going thru the railing. Downside: You have to attach it. - But for a puppy, maybe you could just prop it up to keep puppy off.
If you want to still let your dog out on the balcony, you could try putting up chicken wire between the rail posts. Make sure that s/he cannot jump out though! You can get chicken wire at home deopot, lowes etc.
If you dont want the doggie out there at all I would suggest using a dog gate, you can get a like petsmart.
I would use a doggy playpen or a large cage where toys and water can be placed. It's portable and can be used at a beach, park, etc. It would'nt need to be attached, so no chance of damaging property.
Well, if its a "long" balcony, then get some lattice work, and either wire it, or nail it, or secure it to the balcony so that the pup cant get through it.
I wish you well..

Get some chicken wire (it comes in various sizes) at most hardware stores and tack it along your railing.
You can buy 1-1/2" or 1-3/4" wooden dowel rods, cable ties. and broom clamps from from a Home Center. Mount the the broom handle clamps to the balcony rails horizontally level with the enclosed screws . The balcony rails determine how much distance between the broom handle clamps. Now insert the dowel rods into the broom handle clamps and attach a cable tie to the broom clamp prongs to prevent the puppy from grasping the dowel rod and pulling it out.

Try a screen that attaches. Find them at shop.............................
just buy enough hardware cloth to cover any spaces that are dangerous for the puppy
I agree with LEZAN40.Chicken wire fencing will do great! If you have metal railing, you can use this neat lil plastic strips.Im not sure what they call them but they're small version disposable handcuff that the cops use.It might be called cable ties i think. You will thread it through the fence and then wrap it around the rail ...thats if its as wide as 2 fingers. Then end of the strip clicks into the oppersite end it will click, pull it as tight as you want it...its there until you cut it off.iF its wood rail, get some sharpe thin nails so you won't split the wood. Then when you are about to hit the nail for the last time make it bend to the side it will form a hook ,then hit it into the wood for the last time.Well ,Sweety dont work to hard .Hope this works for you.
