The above answers are crap...just so you know...the above that says you cant steam plaster!....how about, I've done it and its better than wetting it and scoring ( it's actually recommended).

If you have vinyl paper, you need to buy a "tiger", score it lightly and use a bug sprayer with warm water and a wallpaper remover added into it called "dif"-no other product works better...spray it down 2 times, wait 5 minutes and start scraping...always let it get saturated before scraping

If it is really thin paper, invest in a $50 steamer from home depot(it's a cheap version, but it works) and simply fill it with water, plug it in, let it warm up and steam away. It's a tedious way to do it, but your not using chemicals and it skips a step of the removal process. Beware of the hot steam and water though..I've burned myself a couple times.

It's the easiest I have found. You can score it, and all that jazz, but a lot of work.
Christ I forgot the name but it is a liquid that comes in a paint can, just paint it on top of the wallpaper and it almost peels by it self. Go to home depot and ask in the paint section the will have it,

we used to use steaming hot water soaked towels, but you can rent a steamer for that purpose.

It depends on your walls! For example, some walls such as plaster walls cannot be steamed or they simply dissolve! I have not found that any of those expensive concentrates or solutions are any better than a plain spray bottle of warm water. If the wall paper is vinyl you will either need to scour (buy a wallpaper scouring tool at Home Depot, Lowe's or your local hardware store) it first or rip off the top vinyl layer. Just saturate the paper with your warm water, let it sit for 5-10 minutes, and scrape with a paint scraper. After you have most of it done, you need to go back and totally wash the walls (this doesn't take long). To paint the "right" way you should use a special primer, but I have found that just about any primer will adequately. You must prime before painting, though!
