Do I need planning permission to build a tree house?

Quite probably, especially if it is of a reasonable size. Call your local planning office and check. Don't build it without because if you do need it, and you go ahead without, then the council can make you pull it down.

In general, planning permission is required when you are changing the footprint of a permanent structure and, in general, a treehouse is not considered a permant structure so in most cases you would not need planning permission.
Most zoning laws concern parking issues and the type of zoning (residential, commercial, etc). Since a treehouse is unlikely to impact either of these things most zoning laws would not apply.

Better safe than sorry. First, for what one other person said: if the tree house is overlooking someone else's property, they might complain about it.
Second, make sure that, if you have a home owner's association, you clear it through THEM too. I've known people to have serious fines or other legal issues brought against them due to homeowner's associations. My own father ended up having a serious problem with a HOA president on a power trip who made a big deal about a bird house that my dad put up in his BACK YARD. I understand the benefits of such an organization, but I stil think they're evil for the most part.
perhaps - you need to get in touch with them first and tell them your plans. dont forget they will find out anyway as permanent structures in the garden now have to comply with building regulations and the new laws regarding selling your house will mean you will need the building regulations approval form to sell if you ever move. if you ask them to give you building regulations approval and you dont have planning permission and they think you need it then they'lll walk off and get the planning people involved.
best bet is to speak to someone and show them your plans - its free and saves hassle in the future if there are any problems.
