Use an ultrasonic emission device. You can buy one that turns all the wires in the walls into part of the system just by plugging it into a socket. That should get rid of them although you might then need someone to advise on how to protect non-wired areas of the building if there are any.
After that, insist that the tenants not live like such pigs so as to attract the rats in the first place. ;)
