Easy?? Define easy. Get a contractor perhaps?
Determine the size you want, and configuration.
You can line it out with string and a tape, or a transit level.
Grade the area in question, removing grass, etc. Leveling the spot.
Frame the area in question. 1 x 6 should suffice. Use 2 x 2 posts perhaps, as exterior supports for the frame.
Purchase, bring home, carry the materials you need to the site.
(depending on where you live, ask a professional what depth is best, what mix is best, and depending on a finish, what is recommended. IE: pool deck, or general use?)
Material sold in bags may be how you proceed, or have a Cement contract company deliver, pour or pump?
An bag of cement for example in a 50 pound bag weighs upwards of 65 pounds, and may cover an area of 2 - 3 sq. ft. depending on depth? That too should be researched before the fact.
Have mixing tools and containers handy.
Be prepared to finish once you begin.
Have water certainly, and a cleanup plan
Rental outlets or home stores usually have mixers available for rent.
Consider the notion that you will forget something.
Have sufficient help,,,even for a quick run to a home store at any time during the job.
Hire a contractor! The time, effort, expense, and lack of accurate knowledge, may cost you more in the long run, as a DYI.
