What's the easiest way to remove wallpaper border?

It was applied over a painted wall. It's REALLY stuck. What's the easiest way to remove it?

Go to Lowe's or Home Depot and buy 'DIF' wallpaper remover. You may have to score the wallpaper before spraying on the remover. Just read the directions. It's very easy and works great!
you can rent a steamer (even us a steam iron on low) or repeatedly soak it with hot water and a sponge.

Get a spray bottle and fill it with warm water and really soak the paper down wait a couple of minutes until it really soaks in then gently peel/ scrape it off, you may have to do this a couple of times. If that doesn't work I also saw a product (which I can't remember the name of) that is said to remove wallpaper and such, I think it was at Walmart or Home Depot so you might want to call them and ask them about that.
There should be two layers, and you should be able to pull off the top and leave a paper like piece where the glue is... spray that layer with really hot water mixed with vinegar, let it sit for a min. or two and it will scrap right off with a plastic putty knife (don't use metal, u can damage your wall).
Warm water and a wash rag. Been there done that. Believe me it works.
the fabric softner mixed with water is amazing, I helped a friend redo her bedroom, it had border that was stuck real good, and it came off, you can also mix it with warm water for better results..
steam the wall where it is it will remove easy and won't ruin your wall.
warm water and some liquid fabric softener. Sponge over the paper with the solution. It should loosen the glue and make for easy removal. (and it smells nice)
