Your husband can be right on. If you have old galvanized steel pipes it can affect many things beside water temp. You can loose pressure, have rusty sediment or a host of other issues. It can also be that the pipes for both cold and hot may be installed along side each other in direct contact. When the hot water gets hot it warms the cold pipe making it feel like its not running cold. If this is the case, you can simply place some foan insulation in between the pipes to keep them seperate.
