I'd dig out a foundation then fill that with concrete,infill with rubble,put insulation on top of the infill and put 3 inches of concrete on top of that.That way at least theres some insulation in the floor.

if it is just blocks, one storey, a concrete slab 100mm thick should be sufficient but leave it 28 days before starting to build.
You could add some reinforcement but that is not essential

Do nothing until you have had a word with planning dept in your local area. I have heard of people having to remove structures put up without planning permission.
