Its a plastic device inserted in the fuse holder,that you can't increase the amperage to that circuit,they come in green for30 amp.red 20 amps blue 15amps.they are inserted by a electrician for your safety.

People call them different things, but I believe your refering to a surge protector. In the case of a power outage or lighting it protects your fuse or breakers and electircal devices from damage. I have a very expensive one rated for 500,000 joules, but even then not much can protect against a lighting strick.
