To fix it right...& not have to fix it again in a couple of years...you need to scrape it flat with a tractor...then lay down some woven stabilization fabric...ask a contractor in your area where to get some. Then you put compactable base rock...several inches...on top. The more you drive on it the harder it will get. The fabric does two things, it separates the new, good rock from the old stuff and stabilizes it like a big snowshoe. The rain is making your rock sink into the soil. If this doesn't completely solve your problem it will at least help tremendously.

Well they use to spray them with old used oil and the more it was use and sprayed the more like asphalt it became but due to the oil poluting the soil this is now illeagal. depending on how long the drive is you might want to start sprinkling portland cement on it and wet it down. it'll dry hard. you should only have to do this about 3 or 4 times as needed.
make sure the ruts are off to the side gutter of the drive and not in the middle. you may need to use a perferated drain pipe to get these results.

If you have plenty of gravel in the lane-way, you can just scarifies (?) it with deep tines on a leveling box attached to a tractor, and then re-level the newly loosened gravel. Short of that, you can scarifies (again ?) it and level new gravel on it. I have a long gravel driveway and I have done this to mine four times in the last twenty years.
Look in the paper for a delivery man and get some--road mix gravel, it has sand clay and rocks, you can spread it around and tamp down with a garden rake.
The easiest way is to re grade the wash out. Check you local quarry and ask for the 3/4" crush and run or pit fines. Depending on where you live this 3/4" aggregate has various names, 21A in Va. stabilizing with a Geo grid will help but not necessary it will not reduce the washout affect a whole lot. When you order the pit fines ask the driver to tail gate the material down the driveway. They will do this usually free of charge. (hint give a good tip if they bulk on this request.) After ordering the pit fines rent a vibratory tamper plate or rammx roller (Not Cheap generally $100 to $200 a day) and compact the material until it is firm generally 8 passes. you can rent a rammx roller from united rental or similar rental places.
