a/c window unit, its a 210, can this plug into a regular outlet, or do I need to have a 210 plug installed?

I don't think so I think you need exactly what it says you need or you may start to have electricle trouble or your plug may not even fit inside a regular outlet just go ahead and do the right thing

if your ac calls for 220 receptacle, then your regular plug is 110 volt, but mainly your current wiring behind the plug is for a 110 circuit, so not only do you have to change your receptacle out to a 220 one, youll have to upgrade the size of wire or risk overloading the current wire and start a house electrical fire. Unless you are knowledgable about home repairs, you will need to contact an qualified electrician or possibly find one working in a nearby subdivision and get him to do it as a side job which will definitely save you money.
