I take it that mildew is what you smell, first you need to check the walls. The bottom plate and lower studs to be exact and make sure the source of smell does not emanate from there. Then mix 2 cips of bleach to 1 gal of water and douse anything that may have mildew. Let it dry. Paint or seal any area that may have been affected. Set out baking soda and wait until time does the trick.

You need to consult a builder as it sounds like damp. You may have to have the floor taken up, a damp proof membrane put in and the floor relaid. If there's a leak somewhere it could be fixed at the time. Some older houses were simply built on the ground and damp can leach up into the property. Get it checked out before it causes real problems. Good luck.

Depends on smell? if damp dry it out; if worse you may have to dig it up and see what the cause is - could be poor old Uncle Eric under there!
check outside, most (newer) housing will have a damp course, this is a plastic film between courses of bricks or the floor and the wall, if this has been breached with additional exterior paving or garden bed then the moister Will get over it and inside, its hard to say without seeing but if there is a problem with drainage outside near the problem then this could be it. if this doesn't help, consult a builder, not only does it smell but damp courses structural damage and encourages white ants
you don't say if you OWN the house? or just rent it? and you don't say how long you've lived there....(?) when the vandalism/burglary was done (?)
If it's always damp in one spot, I'd suspect a leak under it...and the ONLY way to get rid of that, is to DIG all the concrete out and find the leak. You should be VERY concerned about MOLD...! SERIOUSLY, mold can make everyone in the house SICK...and worse than that can be life-threatening!
If you're renting, the landlord is liable to do this work for you. If you're the owner & if you bought it within the past couple of years, you might have a lawsuit against the previous owner &/or realtor/title company for not disclosing this problem to you. NO MATTER who might be liable ... you need to have your house inspected for MOLD...and do it TOMORROW!
