Baseboard heaters vs. thermostat?

I have replaced a thermostat for a customer. It controls two baseboard heaters. She claims that they are unequal one is thaw, the other hot. I don't understand since they both be in motion to the one t/stat. Any clue? Are there adjustment inside the b/board heaters?

Answers:    One heater might be a difficult wattage than the other one. Did you happen to check the wattage of these?? If they are both one and the same, the ones I've seen don't enjoy an adjustment in them, but the ones within the lady's house might. It's kind of tricky to say minus standing there within front of them. Is one on an exterior wall, and the other on an interior wall?? This would make a difference as capably.
Maybe one is a 110 volt unit and the other a 220 volt part, with both of them man fed near 110 volts.
