I of late answered a Q similar a day or so ago, and will speak the same entity,,,certainly beside respect. You left out some crucial details that might help US tender you better answers.

Frames on the concrete, I'll assume are STUDS?

The details left out might include

Drywall?
Paneling
Moldings
Doorways/passage ways
Insulation
Lighting
Dropped Ceiling
Flooring
Additional walls/divider partition
etc.

I suspect answer 1 offers a tolerant estimate from the low end, depending on what you want.

Certainly if this is a DIY, you can probably come within for less, surrounded by materials.

I recently did a 12 x 20 ft. Loft, tally stair access for $4900, plus materials, probably totalling in the $6 K breadth.
