I am always trying different ideas to see what works well. And for your question I have used a flat interior latex water based paint on my concrete which is in full weather elements and it worked out great. Concrete is porous therefor it will absorb most any type of paint. There are concrete stains that are good also. But I found that diluting the latex paint to water thin, it will be absorbed into the concrete like a stain and it doesn't peel or is slippery. And for much less the cost. You can also buy concrete paints which can be slippery, but I don't feel they hold up well at all. Always problem with peeling with these concrete paints.

Use an exterior grade concrete paint mixed to the color of your liking and add silica sand to increase safety.
