can i carpet over a 3/4 inch wide PVC pipe?

I would assume that your finishing your basement and the pipe is a drain for your air conditioner and/or furnace. If I'm right then you may want to consider buying a condesate pump. It will collect the water that drains through the PVC pipe and then pump it through a vinyl tube which can be ran overhead to the floor drain rather than through the pipe on your floor! The pump should be installed by a licensed heating/air conditioning contractor.

Sure you can. You could carpet over an anvil if you liked. What matters is how much you care about the bump with which to begin, and whether this pipe is gonna sweat moisture under the carpet which might cause the carpet to rot, not to mention how well the pipe will stand up under repeated impacts as people stumble into it with sharp little kicks or as they outright step on it.

Is it on a floor? The pipe is strong enough to walk on if that's what you're worried about. I don't see any reason why you can't put carpet over it.
yes you can but if you want to do it and not have a bump ramp it on both sides with wood cut on an angel going from 0 to the thickness of the pipe this will give you a smoother transition

This is a strange question. Where is the Pipe on the floor? does it run from floor to celing, what's in the pipe?
with the inclusion of the word carpet one would assume the floor is involved at some point, so I will go in that direction.
If the Pipe is on the Floor, then as ddnla2000 said there will be a bump, which is true and very dangerous. If this is the senearo then I would recomend installing Doort Jam on each side of the pipe. like what you have below the door of your bathroom. It creates a lip between your hallway and your bath. You could do t he same so it's more of a ramp up to the pipe and down.
If the pipe is running floor to celing, wich is what i think you are talkign about for some strange reason. Then Yes you can cover your 3/4 inch PVC pipe with carpet. What I would do is get a tube of Liquid Nails and use it to glue the carpet to the Pipe.apply it to the pipe
It will leave a bump and it may damage the fittings after a while, why not recess the pipe into the floor or build another floor an inch higher.
