I've had my cool coil cleaned and new filter and clean fan .My house is still not cooling?

Is this a window air conditioner or a whole house unit circulating the air through ducts?
Check the Freon and outdoor unit.
What is the pressure on the compressor? Do you have freon in the unit? You will probably have to call the A/C guy out at this point.
Actually, calling the air conditioning repair man might not be a bad idea.
The issue is probably with your freon supply, which is really easy to refill. Only a licensed HVAC technician, however, is allowed to handle freon, so you're going to HAVE to call a repairman.
PLUS, he can check your compressor and condenser and whatever else there could be an issue with. A/C's are complicated things, and that's why A/C repairmen are so expensive.
You have a leak in your coolant system. Have a qualified service person check the system and repair the leak if possible. Then she system will need to be recharged, be prepared to pay, these guys don't usually work cheap.
check the temperature at the out let register then the temperature at the return register the difference should be 15- 20 degrees if not you may be low on refrigerant and have a leak
