knock the wall out... dynaminte... nuclear explosions usually help

steamers don't work sometimes.
Get a sponge and give the wall a really good soak. You'll need a lot of towels along the baseboards (cover the baseboards with plastic to keep them from warping).

Get a spray bottle and fill it with warm water and vinegar. Spray it on the wallpaper, and then scrape it off with a spackle knife. I just did this in 3 rooms in my house.
Just paper over it or if you plan to paint, paint over it. Remember to prime it before painting though.
Go to one of your building supply stores...they carry a product specifically made to eat thru the glue on the wall paper. First "score" the paper on the wall with a knife (cut slashes all in it). Then put the product (I *think* it's called DIF) on the wall. Let it soak. Paper should come off very easily. Get a good fine grade sand paper if you still have some rough spots.
I have also had this problem I used the dif without watering it down and soaked it well. I then took a scrapper nd scraped it off. It take alot of elbow grease but it is well worth it.
Let it dry completely off then sand it with an electric sander to take off the top of the paper, then when you steam it it will come off.
rent a steamer from ace hardware, get some walpaper remover and wet the walls, but befor you wet, take a hole-scrapper thing they have at ace, then let the stuff soak in the walls and steam them and take a sharp putty knife to it, and make it hot, and scrap the walls. its a tough job but its worth doing it yourself, people charge alot! good luck
spray some fabric softener on it, let it soak in, then scrape it off. You may heve to score the paper first, depending on the type of wallpaper used.
