We hold high-ranking add footnotes to interior latex paint blistering on the trim. What is cause this and how to fix?

sand or burn it bad back to wood later apply primer, undercoat and 2 top coats of paint.

Scrape it off and verbs thoroughly before starting again.
Try using an undercoat subsequent time.
If it's the one coat gloss consequently it's rubbish, professionals won't use that.
You'll have to sand it stale and paint it again.
Your dealing with front base paint. Use and grease based enamel.
I imagine that the other paint was grease. Latex over oil does not work. You can collect it all and paint again next to oil, it won't come stale. Is it a humid area? This could result in it to lift as all right.
