The biggest problem you will face is your neighbors. As soon as they realize what you want to do and that the turbine wishes to go on a tower that they will other be viewing, that the turbine always make a lot of uproar while running, that their TV reception is impacted, and that the blades could break and go flying close to machetes you will own a lot of "Permit" problems. The permit you will need for that installation will be fought against constantly.
