how do you remove the steel buck from a basement window?

Tough job if the buck is poured right in the cement. You'll need a zip grinder or sawzall to cut through the buck, in one spot across the brick mold, the inside mold, and the main face. After you cut it, Collapse it with a bar (fold it IN toward the centre of the window and remove it.

I took three basement windows out that were metal. the best thing you can use is a sawzall and to get the metal out of the mortor you may have to hit it with a hammer and a scrap piece of 2x4 work it loose and if you should break any of the mortor just do a little patching I might add.... this was done with a block foundation
