Answers: Yes you can!! Additives are added to concrete for winter construction. The first thing you do is verbs the material that the footing will be poured on. If within is frost, you either enjoy to wait until it thaw or defrost it with bake (expensive). Remember, concrete creates lots of heat as it cures, so enjoy your concrete guys place construction blankets over the footings once they're poured. It would also help to throw some straw on both sides of the footing until backfill. They should know how to lay block or form and pour the walls in 2 days. Just remember, adjectives concrete/mortar needs to be kept above freezing until it cures by covering and or heat it.
Get the foundation insulated and backfilled as soon as you can and get some temp boil in the subterranean vault once the cap is on to hold on to it from freezing. Your plumber will appreciate that.

You could be you may need special additives to hold on to the concrete from freezing before it cures. There's also a big risk that the soil will freeze below your footers previously you get final filled contained by which case your foundation would be ruined, so you may inevitability to insulate the ground with hay or foam.
