Need help on how to construct a Halloween costume.?

My daughter wants to be a baby in a baby carriage for Halloween. The baby costume is easy, but I'm trying to figure out the best and lightest way to construct what would look like a carriage that she can walk in but looks like it has wheels. You've seen costumes before that are store bought that look like a kid driving Thomas the Tank or riding a horse. Something of that nature but a homemade version of a carriage.

Since this is a one shot deal, I'd make it out of a cardboard box.Get one that is rectangular shaped. Fold in all the flaps to the inside for stability.Paint the carriage body on the box.Cut the wheels out of fomcore board and attach to the sides.For the hood use tag board. You'll probably have to attach 2 sheets together and fiddle some to get the shape right.For the handle, use the foam insulation that goes around pipes,cut to length and attached to either side.Now for the hard to explain part. Stand her inside the box, holding the thing in the right place,mark where shoulder straps(using ribbon or some such thing) would be.She'll have to stand about in the middle for proper balance with the hood in the back and the handle in the front. Once you have the proper lenght for the straps,construct them out of some sturdy material.Attach firmly.Try on again and find out where to attach the cross straps to keep it all on her shoulders (think the letter"H" or how a bra works). Hopefully by now she hates the idea and wants to go out as a fairy! Before you start, take her to Party City to see the costumes.She'll change her mind.
