Can I stamp a painted floor?

The previous owner of my house painted the cement slab garage floor. Now the paint is peeling past its sell-by date and looks bad. I would resembling to seal the floor next to an epoxy-based sealant. Can I seal over top of the paint, or do I stipulation to have the paint sandblasted rotten first?

NOTE: I do NOT want to simply re-paint the garage floor, I want to seal it next to an epoxy-based sealant. With the decorative paint chips.

Answers:    The paint is blistering because there is moisture rising from beneath the surface. It probably wasn't properly hermetic in the first place. The floor wishes to be sealed formerly painting. Contact a concrete specialist and they will proposal you on your next step. Good Luck
yes sand blast it, first, next epoxy it,
