Answers: Both 1 & 2 offer valid suggestions, and MESH; especially on a floor hasn't be used in tons years. CHICKEN wire (no offense) at the size of the mesh; wasn't a apposite idea; even when first installed.
I am assuming it is underneath the tile. It was used as a things to hold the tile adhesive to the floor short cracking and releasing the tile. Similar to using rebar in concrete, or lath within plastered walls.
