Answers: Depends on your local plumbing codes. In the U.S., vent stacks must exit through the roof. You cannot end it inside the house. Sewer gas is remarkably dangerous.

Yes it is possible, i hold just done it, you enjoy to take the stack out, bear the loo out and drill through the wall to the outside, dig a hole outside to the drains within line next to your soil stack, if you don't have a manhole later build one (or buy a plastic one) join the investigational pipe outside to underground, tee stale for the bathroom, then up until you are 3 foot above the nearest opening pane. In effect, you are just moving the stack roughly speaking 18" in it's entirety, but it is a bigger opportunity than most people have a sneaking suspicion that!
If by lowering it you mean stopping it below your bathroom fixture, later no you can't do this. It must vent outside above the roof line. You might be capable of run it through a wall section, but it will suggest a lot of work.
