Is it safe to connect live electricity to metal window bars and (by hand) turn them into electric window bars?

Check with your local police. I had a problem with people stealing my roses and wanted to put up an electrical fence. The police told me that as long as there was a sign stating that it was an electrical fence I would be alright but you can't just hook wires on the bars and let it go at that. Look into an electric fence and see what is needed for them.

well, no it isnt safe. could it be done? yes. the bars would have to be insolated from the building though.
As others have said, it could kill someone though, and you would be in big trouble. Even bigger trouble if it hurt someone badly, because then they would sue you, and get what you have, legally.
besides not only is it a very bad idea, it may be (and probably is) illegal.

well, if you have the skills to maybe be kill by yourself, perhaps you should better install a polycarbonate "glass" in your windows is hammer proof and if you order "laminated" is bullet proof, or buy a small dog

If you go to a hardware store or pet supply store and buy an electric fence transformer, you could safely connect it to the bars on a window. However, anyone could just cut the wires and defeat it. If you use household 220 volt or 110 volt mains, you will kill yourself and be dead, or kill someone else and be in prison.
