Answers: "Making" the gate would be relatively flowing, using thick wall PVC, pipe, "T's" and 90 level elbows. I might try 2 inch ID.
The device to hold the gate to the existing balustrade might be a bit more of a challenge.
While I cannot envisage at all a PVC railing fence for a pool, you might try this. I'm course curious about zoning and code regs. contained by your area also.
Using larger diameter PVC, IE: 3 inch ID, or larger, CUT two pieces that will attach to the existing wall, creating 2 PVC channels, that the proceeds can rest and slide in. OR find some type of bracket, similar to plumbing bracket, that attach and hold the gate to the paling, appropriately placed allowing in essence what is similar to a slide bolt latch for an interior door.
Is the blockade a DIY type? Custom crafted? How is the current fence installed, and will it even support a sliding proceeds? How large is the first the gate have to secure?
If a slider seem impractical why not two divergent gates, similar to swinging "Bar" type doors that would undo, and could be pushed flush with the existing balustrade, in or out, pening lone one at a time if need be.
