There are websites that can inculcate you about chalice blowing but i would suggest that you check out BLINKO.COM. This is a company in Ohio that turns out assorted glass works. They enjoy expert glass blowers and are deeply respected in the industry.
If you are close to them surrounded by Ohio, I think Chilicothee, the tour they own is amazing.
Gives you a new appreciation for a dying art.
I'd check sickly pages, internet etc to see if some hobby or craft structure offers classes. Getting next to other folks that blow glass will inherently lead to research more about the hobby and perchance starting a business.
p.s. one thing though, don't ever inhale while blowing chalice....It will cause a affliction. (pane?) :)

I know they submit it at some colleges, but I'm not sure if it is on the junior college level. I go to CSU, Chico and one of my friends took some classes and became a professional! BUT, we live contained by Northern California where glassblowing is somewhat more common. I hope this help!
You might want to check with your local community college. Or if you can afford to travel, West Virginia seem to be a hot bed for glass blowing.
Go to expertvillage.com. I saw that they have a video on beginning cup blowing there.
