Attaching a frame to a purse?

Making a fabric purse w/beads (not a knitted bag) . Metal frame has sewing holes. Do I attach the lining and outside fabric separately to the frame?Some instructions say to slip stitch the top of lining and outer fabric together first, but wouldn't this make the frame's bottom edge show on the outside?and do I turn the raw edges of the top of the lining& outer fabric under before attaching? If so, do I sew thru just 1 thickness of the top edge to attach or thru both thicknesses? I have looked all over the net and the instructions are not answering what I need. Thanks.

have you tried fabric glue then stiched it from the inside?
