Repeat till you are able to get it off ... after you remove all the paper sand your walls with a low grade sand paper ... After you have sanded wipe down the walls with a damp cloth.. Rent a Steamer and the paper will fall off. Let it stand for 24hrs, Spackle all the holes and rough spots, trowel smooth. Prime then Paint.
Use a product by Zinsser called DIF and you can find it at Lowe's or your local hardware store. You mix it with warm water and spray it on the wallpaper and allow it to soak in. It removes the glue and paste residue from the wallpaper. It's much cheaper than renting a steamer. (Personal experience) Wash the walls afterwards to make sure all of the surfaces are clean. To fix the mark pick up some dry wall spackle and fill in the marks. When it is dry lightly sandpaper it to smooth it out. When the walls are dry from washing, it is time to prime and paint. easy..spray down with paint thinner and use a putty knife to scrap away. Tada!
