Answers: When you say the bowl - I am assuming you penny-pinching the toilet bowl and not the tank. The wet level within this portion of the toilet is controlled by two things:
- How quickly the flapper spigot closes
- Amount of water flowing through the little hose (see http://www.plumbingstore.com/lavellefill... and look at Figure B - it is call the 'refill tube'
Flapper:
Uncertain if you can adjust the flapper stopcock or not. (The flapper on my toilet can be adjusted for how long it stays open). You can also win a little boyant float (typically styrofoam) which help hold the flapper open longer. Suggest stopping by your home supply store and see if you can find a boyant float which keep this from closing too soon. It won't pull the flapper up once it's closed - but it will preserve it open longer.
Refill tube:
Make sure it is not kinked or twisted contained by such a way to slow down the flow of marine. When you flush, as water is padding the main container, a small stream is routed through the refill tube into the overflow pipe which help fill the toilet bowl. If the flow is too slow, next your bowl won't fill as much.
