There is in law no legal requirement to use a Corgi Registered Gas Installer however the person who carries out the work has a duty to be competent and if anything went wrong evidence of competence would be sought. Only a court can decide on the competence or otherwise of an installer, a fact that the Corgi Technical Helpline themselves told me. In practice if a boiler is installed to all the relevant standards and endangers no-one there is little risk of a prosecution as the CPS is unwilling to spend £20,000 on a venture which has little chance of success and would in any case result in at most £200.00 fine.
Having said all this it is obviously sensible to use a competent person and nearly all who have been tested on their competency are members of Corgi.
As to ARGI this is an association of Independent Registered Gas Installers largely web based, which apart from technical and other forums was set up to campaign for representation of independent installer views on proposed changes in Gas Safety requirements.
