Airconditioner an inch too wide..Can I mount on platform totally outside and vent to the inside somehow?

Bad idea.
Back part of window unit is weatherproof. Front part isn't. The A/C will cool like this, but it won't last, and you run the risk of fire or electrocution every time that it rains.

This is usually due to storm window frame being wider than the window frames, if so just bend frame back or remove it at the seams, you will gain the room needed.
