The prisoners of war or other prisoners are also targetted for the purpose.

this is the definition. But it is not just used for political purposes. there is A lot of different reasons why u would do this to some one.
EX.) when kids get kidnapped. the criminal would tell the kid something like, your parents didn't want u. Or they died.
