If she doesnt know how and its for her graduation, I suggest either a) getting someone to do it for her that actually KNOWS how or b) going out and buying a nice cheap one. Seriously, this is a big event, dont want her to ruin it and blame herself for the rest of her life.

get an a line pattern (the neckline can be changed to be whatever she wants) pick a simple pattern line like simplicity. get fabric that isn't slippery or too think. make sure that you have it cleaned first. and just remember to mark which side is the "right" side.
Tell her to find a pattern at a crafts store. She'll probably find more then that there, if she asks around, she might just find someone (with it being a crafts store and all) who knows how to make a dress. Hope it turns out great.
there are little pouches with measurements that you can find in walmart where they have sewing and fabric stuff you just choose the dress you want to make and all the measurements are there in the little pouch
It's easier and faster with a sewing machine. Go to a fabric shop and look through the pattern books for a nice-looking beginners pattern. The ladies that work there will be more than happy to help you find something simple but elegant. Then you'll need help finding the fabric - a cotton blend is easiest to sew on.
The patterns come with full instructions - READ AND FOLLOW THEM AS CLOSELY AS POSSIBLE and you'll be pleased with your results. Do NOT hurry through - take your time, and especially take your time and be very careful with the cutting of the pattern. The more exact you can cut the pattern, the better the pieces will fit together when you sew them.

Well to really stand out get a lot of sequins and sparkles.
My fav color is purple.If you are a Burnett or back haired then a dark color should do.If you have blond or really light hair light colors are good for you.Get some cute high heels that shine out.Don`t be afraid to "stand out" of the crowd.
