How does one go about painting a table with a laminate top?

I have a dining room table that is in dire need of a new coat of paint, but it has what I believe to be a laminate top. Do I need to (or can I even )pry that up? Or can I sand it and paint over it?

I haven't had luck with sanding laminate because I always get scratches. So I use a sanding liquid (called, I think Paseo) or a deglosser first. Then, I use Kilz, or Zinser as a primer to give the paint something to adhere to and paint over that. Overall, I have had the best success with the smoothest finish using spray paint. I always seal with a non yellowing polyurethane.

There are special paints made for laminate; look around for it.
Depending on the laminate style and edge treatment you might consider over-laminating the exising top with new laminate. This job requires a router with an appropriate bit and a small bit of expertise, but there are hundreds of colors and textures to choose from.
