Natural finish looks the best. Just make sure you sand it and polyurethane. Oak is a real good hard wood. I would have a tough time deciding cause i like them both.

You should consider a spar varnish for the finish or one of the new polyurethane/spar varnish combinations.
I would also check with the local boat repair shop or store. They should know what will work best.
Be sure you do all six sides to minimize moisture entrusion.
Epoxy. If it is not a two-part process, with a catalyst, you are waisting your time. To keep it from being too slick, you can add a little sand into the mix. (u.v. light tears up polyurethane and spar varnish)
If you use new ceder you shouldn't stain or treat it for a least a year until it dries out then you can treat it.
I would use a marine two part epoxy primer then paint. The primer will leave a pretty finish which you will be tempted to keep, but the primer can not withstand u.v. light and will not last unless you paint it.
I WOOD use teak with spar varnish.
