Because your tounge is moist, and water or moisture grabs the electricity and lets it travel through until it hits something solid, then it explodes, even if it is a little bit, on whatever object because it is electricity...for some reason.
I don't know why it has to work like that though, i'm not Einstein...and I think I missed that episode of Bill Nye the Science Guy.
