Just get sure you are to code you should be able to progress to your city and get what the building codes are.
Depends on the city, but while it might be technically compulsory, as long as your work is done completely inside your house and you don't disturb your neighbors, you don't really need to find one.

Have your refuse hauled bad daily to not attract attention or a persky HOA if you own one, and don't do loud work before 8am or after 8pm, and you should be fine.
