I wouldn't say cool the room (it can't remove heat), but if you have a direct sunlight shining into the window it will effectively reflect the heat from the sun and keep the room from heating up.

I put it in a window that gets direct sun and it helped a lot. It also keeps the room nice and dark for when my husband works nights and is sleeping during the day. I did not want the foil to show through the window so I put up white butcher paper first then the foil. That way the foil does not show on the outside it just looks like a white blind.
