Why is my pole flimsy inoperative?

ballast may be fruitless, you'll still get voltage but not ample power
in the bottom of the street light there is a small sensor that detects lantern and dark, thats what cause it to come on and off. unscrew the bottom and clutch the sensor out, it may just be dirty or possibly wishes replacement
I don't know if this is your problem or not, but if it is this is an easy fix. sometimes the small tab at the bottom of the socket get bent down and when you put a new bulb contained by, it does not touch the bottom of the socket. WITH THE POWER OFF take a pin or other small device and bend that tab up almost 30 degrees. after when you put the new bulb surrounded by it will make contact.
If this is a standard buoyant company street light after you may be getting voltage when you test it. But you can not use a standard bulb, it lift a high pressures sodium, or a low pressure sodium. The Low pressure soduim oil lamp give of a slightly yellowish look.
Also over the light is a photoelectric eye which senses muted and dark, to audition this you can simple cover it and you will hear a click followed buy the light starting, or in recent times remove it and reinsert it. It has a instant on when installing.
You can buy a replacement bulb from a Lowes or Menard's store and matching goes for the Photoelectric eye. But you should appropriate either one of them near you when purchasing them to to insure you get the right one.
If you replace the bulb and it still doesn't work usually it the Eye, if after replacing it you don't own a light next the ballast the drives the light have burnt up.
At that point it's almost cheaper to replace it next to a new fixture.

I wonder how you are checking it with an amp meter, if it is given up the ghost. With no load on it, you will read zilch amps. Try using a volt meter to check it.
