The body has several basic instincts. The first and strongest is survival. The second is to reproduce. The body likes to keep certain temperatures for optimal sperm and egg production so in our genital area we have hair to help with this. For guys, when the temp is too high, the sack willdangle more. When the temp is too low the sack will shrink more trying to keep warmer. There is more to this but I am tired of typing

You could ask that question about all body hair. My understanding is that the pubic hair is used to retain pheromones, ie attract the opposite sex. Same as underarm hair.
