If you are asking for a mechanical ground clamp approved to be encased in concrete the answer is NO. The only surefire way that I am familiar with is endothermic welding. If you don't know what that is then you can not do it. Why do you want the ground clamp encased in concrete? There are times that we want to ground the rebar in a concrete slab. Then we weld a ground wire to it by the endothermic process and run the ground wire outside of the slab to the ground system. If you bring your ground wire through the slab be sure to put a pvc sleeve around it and then seal it with duct seal.
